Leadership roles by secondary school managers and the organisational commitment of teachers (Erzurum as a sample province)Ortaokul yöneticilerinin kültürel liderlik rollerini gerçeklestirme düzeyleri ile ögretmenlerin örgütsel bagliligi arasindaki iliski (Erzurum il örnegi)

SUMMARY

It is observed that school managers undergo significant processes for establishing the sense  of  trust in societies to which they belong. Important roles fall to school managers for this process be healty. Managers who raise organisational commitment through their cultural leadership roles may be said to strengthen themselves as well. In this context, it is necessary to search for the level of this relation.  In this study, the effect of the cultural leadership roles of school managers on the level of organisational commitment of teachers has been examined. Furthermore, the effect of teachers’ sexes, lengths of service and educational backgrounds on their level of organisational commitment and their views on cultural leadership has also been analysed. The universe and sampling of the research are composed of  teachers working in public schools attached to the Directorate of National Education of Erzurum during 2014-2015 educational year. The universe of the research is the 4147 teachers working in secondary schools attached to the Ministry of National Education within the Erzurum provincial borders while the sampling is composed of 530 teachers selected via random sampling method from the universe.The measuring tool used in the research has three sections. In the first section of the measuring tool, personal information has been used. In the second section of the measuring tool, “The Cultural Leadership Seurvey” (Yildirim, 2001), whose reliability and validity were previously tested, has been used. Finally, in the third section of the measuring tool “the Organisational Commitment Survey” which was developed by Balay (2000)  and whose reliability and validity were previously testedwas used In the analysis of the research data, Mann-Whitney U Test, Kruskal-Wallis H Test, Average, Standart Deviation and Pearson Correlation Test have been used. As a result of the research, it is seen that school managers’ cultural leadership roles are effective on raising organisational commitment levels of teachers. It has been found out that the differences in the views of teachers are influenced by their sexes, lengths of service and educational backgrounds. ÖzetOkul yöneticilerinin bulunduklari toplumda güven duygusunu olusturmak için önemli süreçlerden geçtikleri bilinmektedir. Bu sürecin saglikli islemesinde okul yöneticilerine önemli görevler düsmektedir. Okullardakültürel liderlik rolleri ile örgütsel bagliligi kazandiran yöneticilerin ayni zamanda kendilerini de güçlendirdikleri söylenebilir.Bu baglamda bu iliskinin ne düzeyde oldugunun arastirilmasi gerekir. Bu çalismada okul müdürlerinin kültürel liderlik rollerinin, ögretmenlerin örgütsel baglilik düzeyi üzerine etkisi incelenmistir. Ayrica çalismada ögretmenlerin örgütsel baglilik düzeyi ve kültürel liderlikle ilgili görüslerine cinsiyet,  hizmet yili ve egitim durumu degiskenlerinin, etkisi incelenmistir. Arastirmanin evren ve örneklemini Milli Egitim Bakanligi Erzurum Il Milli Egitim Müdürlügüne bagli resmi  ortaokullarda 2014–2015 egitim-ögretim yilinda görev yapan ögretmenler olusturmaktadir. Arastirmanin evrenini  Erzurum ili sinirlari içinde yer alan, Milli Egitim Bakanligina bagli ortaokullarda görev yapan 4147 ögretmen, örneklemini ise random örneklem yöntemiyle evrenden seçilen 530 ögretmen olusturmaktadir.Arastirmada kullanilan ölçme araci üç bölümden olusmaktadir. Ölçe aracinin birinci bölümünde kisisel bilgiler kullanilmistir. Ölçegin ikinci bölümünde daha önce güvenirliligi ve geçerliligi test edilmis olan “Kültürel Liderlik Anketi” (Yildirim, 2001) kullanmistir.Ölçegin üçüncü bölümünde ise yine Balay (2000) tarafindan gelistirilen daha önceden güvenirliligi ve geçerliligi test edilmis olan “Örgütsel Baglilik Anketi” kullanilmistir. Arastirma verilerinin analiz edilmesinde Mann-Whitney U Testi,  Kruskal-Wallis H Testi,   Ortalama, Standart Sapma  ve Pearson Korelasyon testi  kullanilmistir. Arastirma sonucunda ögretmenlerin örgütsel baglilik düzeyinin artirilmasinda okul yöneticilerinin kültürel liderlik rollerinin etkili oldugu görülmektedir. Ögretmenlerin görüslerinin farklilasmasinda cinsiyet, hizmet süresi ve egitim düzeyinin etkili oldugu sonucuna ulasilmistir.
