SUMMARY

Ante el incremento en las cifras de homicidios dolosos atribuidos a la delincuencia organizada a partir del 2008 en Ciudad Juárez (México), el gobierno estatal tomó la decisión de establecer un Fondo de Atención para los Niños y Niñas, Hijos de las Víctimas de la Lucha contra el Crimen (FANVI). Para comprender cómo fue la implementación de este programa social, se realizaron entrevistas no estructuradas a las madres y abuelas de los niños beneficiarios. Los resultados muestran que este programa fue utilizado por los funcionarios para realizar demagogia y generar un clientelismo forzado, en el que las mujeres tuvieron que sortear obstáculos burocráticos, económicos y estructurales para acceder a los apoyos que por derecho les correspondían a sus hijos e hijas.Given the increase in the number of willful homicides attributed to organized crime since 2008 in Ciudad Juárez (Mexico), the state government made the decision to establish a Care Fund for Children, Children of Victims of Struggle against Crime (FANVI). To understand how the implementation of this social program was, unstructured interviews were conducted with the mothers and grandmothers of the beneficiary children. The results show that this program was used by officials to perform demagoguery and generate forced clientelism, in which women had to overcome bureaucratic, economic and structural obstacles in order to access the support that their sons and daughters were entitled to.
