DOI: 10.12957/rdc.2018.30224A Constituição Federal apresenta objetivos para o Estado, em termos de desenvolvimento e consolidação da cidadania, entendidos como fenômenos multidimensionais, que exigem políticas públicas que lhe sejam compatíveis. Recentemente, municípios brasileiros têm desenvolvido políticas públicas nesta direção, através de atuação internacional, sendo a capital paulista pioneira nessa prática. O artigo objetiva analisar, especificamente, as políticas públicas da Secretaria Municipal de Relações Internacionais de São Paulo que buscaram contribuir para o desenvolvimento e a erradicação da pobreza, partindo-se da hipótese de que a atuação internacional municipal constitui uma alternativa adequada a estes propósitos. Inicialmente, são discutidas as potencialidades do dirigismo constitucional em termos de orientação de políticas públicas; em seguida, os desafios do desenvolvimento e do combate à pobreza, e respectivas políticas e, logo após o papel da atuação internacional dos municípios como geradora de políticas públicas municipais, particularmente, o exemplo de São Paulo. Finalmente, são analisados os projetos selecionados, de modo a observar-se em que medida a hipótese apresentada se sustenta. Concluiu-se que os projetos indicam que a atuação internacional paulistana se mostra compatível com os preceitos constitucionais, pois mostraram-se multifacetados, tratando de temas como saúde, educação, cultura e emprego, fundamentais para a efetiva superação do subdesenvolvimento e erradicação da pobreza.Palavras-chave: Políticas Públicas; Desenvolvimento; Pobreza; Atuação Internacional de Municípios; Secretaria Municipal de Relações Internacionais e Federativas de São PauloAbstractThe Federal Constitution presents objectives for the State, in terms of the development and consolidation of citizenship, understood as multidimensional phenomena, which require compatible public policies. Recently Brazilian municipalities have developed public policies in this direction, through international action, being the city of São Paulo pioneer in this practice. The article aims to analyze, specifically, the public policies of the Municipal Secretariat of International Relations of São Paulo that sought to contribute to the development and eradication of poverty, starting from the hypothesis that the international municipal action constitutes an adequate alternative for these purposes. Initially, the potentialities of constitutional dirigisme in terms of public policy orientation are discussed; then the challenges of development and the fight against poverty, and their policies and, soon after, the role of the international action of municipalities as the generator of municipal public policies, particularly the example of São Paulo. Finally, the selected projects are analyzed, in order to observe to what extent the presented hypothesis is sustained. It was concluded that the projects indicate that the international performance of São Paulo is compatible with the constitutional precepts, since they have been multifaceted, dealing with themes such as health, education, culture and employment, fundamental for overcoming underdevelopment and eradicating poverty.Keywords: Public Policies; Development; Poverty; International Action of Municipalities;
