An evaluation on the regulations relating the working lives of the football trainers in Turkey considering the economic consequencesEkonomik sonuçlari açisindan Türkiye’de futbol antrenörlerinin çalisma hayatina iliskin düzenlemelerin degerlendirilmesi

SUMMARY

In Turkish football working life of trainers is regulated by “The instruction of the status of training men and working principles” and “ The instruction of training men education and classification” which are prepared by Turkish football federation. The impulse of this research is formed by signs regarding existance of complaints and problems that arise around profession of training  in the context of the instruction practices. In the study, it is intended to reveal how the current trainer working principles and promotion practices effect trainers’ working processes in terms of economic consequences. The sample of the study consist of football trainers working in Turkish football leagues. The sample group consist of 12 football trainers. These are football trainers who have UEFA PRO,  UEFA A, UEFA Elit A, UEFA B licenses. In study “Semi-Structured in-depth interview” which is a research technique peculiar to “Qualitative Method” has been applied. Interviews were recorded on a voice recorder, and then relevant texts remaining in the scope of research question limits transferred to “Word” file. Three main theme has been determined with performing thematic analysis on the relevant text. The title of the first theme is “The problematic of trainer license courses”, the title of the second theme is “Trainer stages and the problematic of UEFA PRO”, the title of the third theme is designated as “The problematic of informal training and working limitation principle”. The general results from the data of the research are: tendency of nepotism in queue system in the trainer courses, very high level of trainer course fees, situation of being forced to go abroad for trainer courses; UEFA PRO practice gives advantage to part of a particular trainers, limitation of promotion opportunities, tendency to increase unemployment; emphasize the increase of informal training despite the instruction items, diploma rental and the phenomenon of trainers without diploma. It is understood from the results that some of the issues in the instructions should be re-examined. The implementation of a new re-examining and reform should be applied in the direction of overlapping interests of both Turkish trainers and clubs in our country. ÖzetTürk futbolunda antrenörlerin çalisma hayati Türkiye Futbol Federasyonu’nca hazirlanan “Teknik adamlarin statüsü ve çalisma esaslari talimati” ve “Teknik adamlarin egitimi ve siniflandirilmasi talimati” ile düzenlenmektedir. Bu arastirmanin itkisini, talimat uygulamalari baglaminda antrenörlük meslegi çevresinde olusan sikayet ve sorunlarin varligina dair isaretler olusturmustur. Çalismada, mevcut antrenör çalisma esaslari ve yükselme uygulamalarinin, antrenörlerin çalisma süreçlerini ekonomik sonuçlari açisindan nasil etkiledigini ortaya koymak amaçlanmaktadir. Çalismanin örneklemi Türkiye futbol liglerinde çalisan antrenörlerden olusmaktadir. Örneklem grubu 12 futbol antrenöründen olusmaktadir. UEFA PRO,  UEFA A,UEFA Elit A, UEFA B belgelerine sahip futbol antrenörleridir. Çalismada “Nitel Yöntem”e özgü bir arastirma teknigi olan “Yari yapilandirilmis derinlemesine görüsme” uygulanmistir.  Yapilan görüsmeler ses kayit cihazina kaydedilmis, sonrasinda arastirma sorusunun sinirlari kapsaminda kalan ilgili metinler “Word” dosyasina aktarilmistir. Ilgili metin üzerinde tematik çözümleme yapilarak 3 ana tema belirlenmistir. Birinci temanin basligi “Antrenör lisans kurslari sorunsali”, ikinci temanin basligi “Antrenör kademeleri ve UEFA PRO sorunsali”, üçüncü temanin basligi ise “Kayitdisi antrenörlük sorunsali ve çalisma sinirlamasi esasi” olarak belirlenmistir. Arastirmanin verilerinden genel olarak su sonuçlar çikmaktadir: antrenör kurslarindaki sira sisteminde kayirmacilik egilimi, antrenör kurs ücretlerinin çok yüksek düzeyde olmasi, yurtdisinda antrenör kursuna gitmeye mecbur kilinma durumu; UEFA PRO uygulamasinin belirli bir antrenör kesimine avantaj sagladigi, yükselme olanaklarinin sinirlandirildigi, issizligin artma egilimi; talimat maddelerine ragmen kayitdisi antrenörlügün fazlalastiginin vurgulanmasi, diploma kiralama ve diplomasiz antrenörler olgusu. Sonuçlardan da anlasilmaktadir ki talimatlardaki bazi hususlarin yeniden gözden geçirilmesi gerekmektedir. Yeni bir gözden geçirme ve reform uygulamasi hem Türk antrenörlerinin hem de ülkemizdeki kulüplerin birbiriyle örtüsen çikarlari yönünde tatbik edilmelidir.
