SUMMARY
After the enactment of Law no. 06/2014 Tentang Desa, various community empowerment programs are included in the village structure. The study is based on the need to develop evaluation instruments for the program by looking at aspects of family resilience as a basis. Starting from three main questions, namely: (1) What is the pattern of management (planning and implementation) of the Community Empowerment program in the villages? (2) How is the design of the elements of social development (structure, culture, process) applied to the management of community empowerment? And, (3) How the contribution of the community empowerment program in the village to family security, studies are supported by a theory of social development, which are supported by three main pillars: Structure, Culture, and Process. The results found that community empowerment in rural areas currently shows patterns of community empowerment without social development. Villages are considered objectivation as development driven by village elites who interact with city agencies. Then the issue of family resilience in rural development has the same fate, that is, it does not experience internalization, but instead is unconscious. This means that they still consider or assess that family resilience is not part of the agenda of the development of the village community itself.
