AUTOMATED AND INFORMATION DECISION SUPPORT SYSTEMS FOR ENVIRONMENTAL SAFETY

SUMMARY

The state of the environment largely depends on the competence of environmental safety experts who are responsible for taking management decisions to reduce the negative impact on the natural environment. Therefore, it is important to constantly improve the skills of managerial personnel, in particular regarding the application of automated systems for managing environmental safety. The article analyzes foreign and domestic publications in the field of environmental safety management according to monitoring data. Based on our own many years of experience in the field of environmental safety and on the basis of scientific sources, it was determined that the development and implementation of specialized environmental safety management systems according to monitoring data is important. Such systems are needed to: identify and predict hidden trends and patterns in the development of environmental processes, identify previously unknown relationships between environmental parameters and influence factors, develop optimization recommendations in the field of environmental safety, visualize analysis results, prepare previous reports and draft acceptable decisions on relevant assessments and that sort of thing The basic principles of environmental safety management are considered. The main blocks of an improved environmental safety management system are described according to environmental monitoring data, namely: “Objectives of strategic environmental management”, “Databases and algorithms for assessing the situation and making management decisions in the field of environmental safety”, “Data Management”, “Decision Preparation System (based on the economic assessment of the "risk-price-effect")”,“Solution Preparation System”, “Data Mining”, “Decision Support System (DSS)”, “Tasks of tactical management of environmental safety”. An improved structure of an automated and information system for managing the environmental safety of territories experiencing anthropogenic impact from potentially hazardous industrial facilities and transport is proposed. The purpose of the blocks (modules) of systems and communication between them is described. A parametric model of an expert-information system has been built, which includes: a knowledge base, modeling, decision support and setting up a control and measuring unit. It is shown that the developed systems ensure the functioning of the environmental safety management system, allow to describe the structural elements and information links between them, increases the efficiency of processing the source data. The ways of application of automated information system of ecological safety management in qualification of specialists responsible for making managerial decisions in the field of ecological safety are substantiated. Consequently, while improving the components of the environmental safety management system according to monitoring data, it is important to improve the skills of specialists in the field of environmental safety, in particular, employees of ministries, enterprises and organizations that are responsible for making decisions on reducing the negative impact on the environment and training future specialists in this direction.
