Passenger car taxes as instruments for addressing climate change: experiences of European countries

SUMMARY

Road transport in general and particularly passenger cars represent a significant source of carbon dioxide (CO2) emissions. Vehicle taxes based on CO2 emissions are just some of the several economic instruments that could be used to reduce these emissions. How are they designed and what are the effects of their use in different European countries is the subject of analysis in this paper.
