The dynamic of change in history education in Turkey: The History FoundationTürkiye’de tarih egitiminde bir degisim dinamigi: Tarih Vakfi

SUMMARY

The History Foundation founded in 1991 and being one of the important points at issue of the period since 1993 has been actively involved in history education and textbooks. In this study, general survey  model and document review  methods were used in order to reveal the opinions and activities of the History Foundation in regard to history education and its effects on the history education system in Turkey. The History Foundation carried on an intensive activity to create awareness, consciousness and social demand with regard to the alteration and transformation need in the field of history education by presenting scientific developments related to history education, relevant implementations in developed countries and the opinions and expectations of international institutions such as UNESCO, the European Council and European Union regarding history education to the Turkish public. The Foundation has generally performed its activities in the form of research, symposiums, workshops and conferences, publishing and establishing communication through official decision mechanisms. Since the 2008-2009 academic year in secondary education in Turkey, curriculums and textbooks have been reprepared based on the constructivist understanding by amending the history education system.  Although it is difficult to anticipate the effect of the History Foundation on the acceptance of these new programs trying to balance between knowledge-skills, nationality-locality-universality and external and intra-discipline purposes and complying with the history education model suggested by the History Foundation with its main lines, it is a true fact that the Foundation has turned history education in Turkey to a sphere of interest with the activities it has performed especially before 2005, contributed to a modern understanding concerning the subject and created significant resource diversity for the use of history teachers who nowadays teach lessons based on the new system with the  information, documents and publications it has produced.   Özet1991 yilinda kurulan ve 1993 yilindan itibaren dönemin önemli tartisma konularindan olan tarih ögretimi ve ders kitaplari konusunda yogun faaliyetlerde bulunan Tarih Vakfi’nintarih ögretimine yönelik düsünceleri ve faaliyetleri ile Türkiye’deki tarih ögretim sistemi üzerindeki etkilerini ortaya koymak amaciyla gerçeklestirilen bu arastirmada  genel tarama modeli ve doküman incelemesi yöntemi kulla-nilmistir. Tarih Vakfi, tarih ögretimiyle ilgili bilimsel gelismeleri, gelismis ülkelerdeki konuyla ilgili uygulamalari ve UNESCO, Avrupa Konseyi ve Avrupa Birligi gibi uluslararasi kuruluslarin tarih egitimine iliskin düsünce ve beklentilerini Türkiye kamuoyuna tanitmak suretiyle tarih egitimi alaninda degisim ve dönüsüm ihtiyaci konusunda farkindalik, bilinç ve toplumsal talep yaratmak için yogun bir faaliyet sürdürmüstür. Vakif konuyla ilgili faaliyetlerini genel olarak arastirma,  sempozyum, atölye ve konferanslar, yayincilik ve resmi karar mekanizmalariyla iletisim kurmak seklinde gerçeklestirmistir.  Türkiye’de ortaögretimde 2008-2009 ögretim yilindan itibaren tarih ögretim sisteminde degisiklige gidilerek ögretim programlari ve ders kitaplari yapilandirmaci anlayisa göre yeniden hazirlanmistir.  Bilgi-beceri, ulusallik-yerellik-evrensellik ve disiplin içi amaçlar-disiplin disi amaçlar arasinda bir denge kurmaya çalisan ve Tarih Vakfi’nin önerdigi tarih egitimi modeliyle ana hatlariyla örtüsen bu yeni programlarin kabulünde Tarih Vakfinin etkisinin ne düzeyde oldugunu kestirmek zor olsa da Vakfin özellikle 2005 yilindan önce gerçeklestirdigi faaliyetlerle Türkiye’de tarih egitimini bir ilgi alani haline getirdigi, konuyla ilgili çagdas bir anlayis olusmasina katki sundugu ve ürettigi bilgi, belge ve yayinlarla günümüzde yeni sisteme göre ders isleyen tarih ögretmenlerinin yararlanabilecek-leri önemli bir kaynak çesitliligi yarattigi bir gerçektir.
