SUMMARY
The achievement of the controlled prolanis participant ratio indicator (RPPT) as one of the three indicators in the implementation of the Performance-Based Capitation payment system (KBK) at the public health center is considered not optimal because several public health center in Situbondo Regency have not been able to meet the target indicator. Fulfillment of the indicator of the ratio of controlled prolanis participants has more specific criteria in its achievement, where there must be participants with a diagnosis of diabetes and controlled hypertension. This research is a type of qualitative research, where data collection is carried out through in-depth interviews by examining more deeply related to human resources and puskesmas management in achieving the controlled prolanis participant ratio (RPPT) indicator. The results show that problems related to achieving the target ratio of controlled prolanist participants (RPPT) are caused by the knowledge of the informants who still refers to the number of visiting prolanist participants, not to the number of controlled prolanist participants. This has an impact on the planning of the puskesmas related to the formulation of strategies in achieving the targets and objectives of the implementation of the prolanis activity which is not optimal because it is not in accordance with the applicable capitation regulations, lack of coordination and low participation of participants. Puskesmas need to re-confirm the implementation of the KBK system, the person in charge and implementer of prolanis activities modify the delivery of health education materials so that information is easily conveyed to prolanis participants, increase participants' awareness of the importance of taking drugs regularly, maintain a healthy lifestyle, routinely carry out physical activity, and integrating the prolanist club with the PTM posbindu program.Keywords: controlled prolanis participant ratio; performance-Based Capitation payment; public health center
