DESAIN BALANCED SCORECARD TERINTEGRASI FILOSOFI PROGRAM SIX SIGMA (ADAPTASI UNTUK SEKTOR PUBLIK)

SUMMARY

The quality of performance of an organization or individual can be determined by measuring the performanceon the achievement of quality performance indicators too. Required a comprehensive planning performanceindicators, not normative and does not overlap for rewards and punishment. This study was conducted todetermine the quality of performance indicators, ideal measurement for achieving the vision, mission, goalsand objectives as a basis for measuring the performance of both financial performance and non finansial.Philosophy of Six Sigma program is used for determination of quality performance indicators, while theBalanced Scorecard used to design a performance appraisal system that is built on the vision, mission, goalsand objectives of the balance indicator of financial and non financial performance. Based on the integration ofthe different stages of the Balanced Scorecard with Six Sigma activities program on the Define and Measurephase of the DMAIC method obtained 11 (eleven) strategic goals with 22 (twenty two) quality performanceindicators described in the strategy map Department of Cooperatives and SMEs in East Java Province.Simulation based performance measurement echelon II in 2013, obtained a score of 109.975 with excellentcategory (above 100).Keywords: The Quality of Performance Indicators, Philosophy of Six Sigma Program, Balanced Scorecard,DMAIC.
