SUMMARY
This paper attempts to criticize the strengths and weaknesses of good governance concept and to further carry out a “conceptual reconstruction” for suitable and proper governance to developing countries, Indonesia in particular. According to the author, the theoretical discourse is undoubtedly needed in this matter, with bringing the government back-in as the main focus, as the existence of current good governance concept and its practice havebeen part of a “tool” in guarding the international development agendas, and also the derived parameters tends to be one size fits for all. Based on the basic argument, the success in managing the state and the society is mostly determined by the ability to adapt the concept of governance in accordance with the characteristics of the social, cultural, economic, and political, the author proposes the so called proper governance concept which means a governance that is more suitable and comfortable to each community according to their own characteristics of the state and society. Altogether, the proper governance concept focus on, at least, four pillars, namely developmental, democratic, socially inclusive, and cultural and historical context (local content).Keywords: state, society, democracy, governanceABSTRAKTulisan ini mencoba untuk mengkritisi kekuatan dan kelemahan dari konsep good governance, untuk selanjutnya melakukan “rekonstruksi konsep” tata kelola pemerintahan yang lebih sesuai dan tepat, khususnya bagi Indonesia. Menurut penulis, diskursus teoretis tentang “rekonstruksi” konsep diperlukan, dengan fokus utama pada upaya bringing the governance back-in mengingat keberadaan dari konsep good governance merupakan salah satu bagian dari “alat” dalam mengawal agenda pembangunan internasional dan parameter-parameter yang diturunkan puncenderung bersifat satu untuk semua (one size fits for all). Berdasarkan argumentasi dasar bahwa keberhasilan dalammelakukan tata kelola negara dan masyarakat lebih ditentukan oleh kemampuan melakukan adaptasi atas konsep governance sesuai dengan karakteristik sosial, budaya, ekonomi, dan politik yang dimiliki, penulis menawarkan konsep proper governance yang bermakna suatu tata kelola pemerintahan yang tepat, pantas, dan “nyaman” serta sesuai dengan karakteristik dari state dan society setiap komunitas negara-bangsa. Konsep proper governancebertumpu pada, sedikitnya, empat pilar, yaitu pembangunan (developmental), demokrasi (democratic), sociallyinclusive, dan konteks budaya dan sejarah lokal (cultural and historical context).Kata Kunci: negara, masyarakat, demokrasi, governance
