Paraisópolis, pandemia e(m) horizontes decoloniais: a potentia como vetor do “fazer-cidade” e instrumento de realização do direito à saúde dos considerados “sem-lugar” / Paraisópolis, pandemic and/at decolonial horizons: “Potentia” as a vector of “making-city” and instrument of realization of the right to health of the considered “placeless”

Resumo
Em tempos de crise e negacionismo científico, como durante a pandemia de COVID-19, descortinam- se dinâmicas do poder comunitário dos considerados “sem-lugar” direcionadas à concretização de direitos, como à cidade e à saúde. A favela pode, neste cenário, materializá-lo através de comportamento disruptivo com a ordem vigente, que abandona quem (sobre)vive em urbanismo de risco. Neste sentido, esta pesquisa objetiva analisar a gestão de crise empreendida por Paraisópolis (SP) para superar o desamparo estatal frente à pandemia e as discriminações estruturais por ela acentuadas. Utilizou-se de categorias dusselianas e critério metodológico decolonial, baseado em revisão bibliográfica e documental de cunho qualitativo, voltado ao estudo da realidade desde um olhar latino-americano e descolado de parâmetros epistemológicos euro(nor)centrados. O texto foi organizado para: (i) apresentar a potentia e seu entrelaçamento ao poder político do “fazer-cidade” como um direito que transborda o simples acesso à moradia; (ii) tratar da comunidade de vítimas, verificando seu alinhamento à descolonização pela práxis social; e (iii) tecer considerações finais. Concluiu-se que Paraisópolis é exemplo de desobediência epistêmica e exercício do poder político para além do poder fetichizado e/ou institucionalizado, mostrando-se capaz de romper com o legado de desumanização da modernidade ocidental e consolidando o “fazer-cidade”. Percebeu-se, ainda, a imprescindibilidade da potentia para reorganizar as relações sociais e transportar os “sem-lugar” para um mundo que seja não só descolonizado – desde sua acepção genérica – mas, sobretudo, decolonial.

Abstract
In times of crisis and scientific denialism, such as during the COVID-19 pandemic, dynamics of the community power of those considered “placeless” aimed at the realization of rights, such as the city and health, are revealed. The favela can, in this scenario, materialize through disruptive behavior with the current order, which abandons those who live in risky urbanism. In this sense, this research aims to analyze the crisis management undertaken by Paraisópolis (SP) to overcome State helplessness in the pandemic context and the structural discrimination it accentuates. Dusselian categories and decolonial methodological criteria were used, based on a qualitative literature and document review, focused on the study of reality from a Latin American perspective which is detached from euro(nor)centered epistemological parameters. The text was organized to: (i) present potentia and its intertwining with the political power of “making-city” as a right that goes beyond the simple access to housing; (ii) approach the concept of community of victims, verifying their alignment with decolonization through social praxis; and (iii) formulate final remarks. It was concluded that Paraisópolis is an example of epistemic disobedience and of exercise of political power beyond the fetishized and/or institutionalized power, showing itself to be capable of breaking with the legacy of dehumanization of western modernity and consolidating the "making-city". It was also noticed the indispensability of potentia to reorganize social relations and transport the “placeless” to a world that is not only decolonized – from its generic meaning – but, above all, decolonial.
