¿Es factible el Green New Deal en Estados Unidos?: un análisis a partir de las trayectorias dependientes y legados de la política progresista en su historia

Resumen
Actualmente existen coyunturas críticas que sugieren la necesidad de un cambio político de naturaleza progresista en Estados Unidos, a partir del enfoque institucionalista histórico, se reflexiona sobre las posibilidades del Green New Deal como viraje político progresista para el país. A través de un estudio de caso con perspectiva comparada de las grandes etapas progresistas —la Era Progresista, el New Deal y el Green New Deal— se estudian los cismas, las trayectorias políticas dependientes, los mecanismos de refuerzo y de reproducción, y los legados políticos en cada periodo. El principal hallazgo consiste en que son las diferencias en el diseño político como la ambigüedad de contar solamente con resolución y mecanismos de implementación descentralizados y basados en las comunidades de forma autónoma lo que explica la desconfianza de sectores moderados y el bajo éxito institucional de la iniciativa del Green New Deal en comparación con las iniciativas de las otras eras reformistas.
