PENGARUH MOTIVASI, KEMAMPUAN DAN DISIPLIN TERHADAP KINERJA APARATUR SIPIL NEGARA (ASN) PADA DINAS PERHUBUNGAN DAN LINGKUNGAN HIDUP KABUPATEN MALAKA, DINAS PERHUBUNGAN KABUPATEN TTU DAN DINAS PERHUBUNGAN KABUPATEN BELU PROVINSI NUSA TENGGARA TIMUR

SUMMARY

An organization or institution, either government-owned or private or individual, can achieve good performance or satisfactory results if there is support from the performance of its employees or apparatus. However, in reality, in the Department of Transportation and the Environment of Malacca Regency, the Transportation Office of the TTU Regency and the Transportation Office of the Belu Regency, NTT Province, there are still various scattered problems. The population taken in this study were all State Civil Servants, in this case civil servants or contract workers at the Department of Transportation and the Environment of Malacca Regency, the Transportation Office of TTU Regency and the Transportation Office of Belu Regency, NTT Province using 127 people as respondents as well as respondents. While the data analysis technique used is descriptive statistical analysis and inferential statistical analysis. From the description of the conclusions on the results of this study, there are several things that become suggestions to the organization being studied, including: 1). It takes an increase in work motivation, work ability and work discipline by giving awards or prizes or praise to ASN who have good achievements and work results, the ASN placement process is in accordance with the accumulated experience and expertise, educational background and qualifications and skills possessed by the apparatus or employees provide an imbalance / incentive that is balanced with their duties and provide opportunities for civil servants to take part in education and training or technical guidance in accordance with their main duties and functions such as training for motor vehicle technical personnel, education for terminal managers and education or for environmental management technical personnel, 2). Discipline enforcement of State Civil Servants (ASN) based on Law Number 5 of 2014 concerning ASN in article 33 which regulates ASN discipline and Government Regulation Number 53 of 2010 concerning civil servant discipline with tiered and term monitoring and evaluation and providing supervision to ASNs who violate the disciplinary structure of the apparatus according to the applicable regulations, 3). To other researchers who wish to carry out the same scientific research at the Department of Transportation and the Environment of Malacca Regency, the Transportation Service of TTU Regency and the Transportation Office of the Belu Regency, NTT Province, because it does not involve other variables that affect the performance of the apparatus that cannot be taken in This research thus provides a reference for the leaders of these three OPDs in order to make decisions on apparatus performance
